Surveillance & Covert Photography

Training module 1
Digital photography & video surveillance

For: For those who have requirement to undertake covert surveillance operations.

Duration: Three days

Purpose: To help these specialist officers produce high quality photographic & video images during surveillance operations

Outcomes: Staff will be better able to:

  • Have an understanding of the fundamentals of photography
  • Have a working knowledge of professional standard digital cameras
  • Have had opportunities to take photographs under surveillance conditions and been able to assess the results.
  • Understand the procedures for downloading and storing original digital material for legal purposes.
  • Download digital images and sort and arrange them into digital files adding text information
  • Have a basic understanding of image manipulation programmes (Photoshop)
  • Prepare material to evidential standard for presentation in court
  • An ex MPS professional police photographer with over 20 years experience in surveillance operations working with the MPS and NCIS will deliver this course. All equipment including digital cameras, lenses, computers, printers and materials will be supplied. Pre –read material will also be available prior to course.


    Training module 2
    Surveillance Law, ECHR & RIPA

    For: For those who have requirement to undertake covert surveillance operations.

    Duration: Two days

    Purpose: To help these specialist officers have a greater understanding of the legal and legislative elements of surveillance activities

    Outcomes: Staff will be better able to:

  • Have a better understanding of ECHR law
  • Prepare RIPA directed surveillance authorities to evidential standard
  • Be able to assess risks around operations and H&S issues
  • Write and prepare surveillance logs
  • Understand R v Johnson case law
  • Understand R v Sutherland case law
  • Please note, all materials will be provided for this course.

    An accredited police trainer will present this training.


    Training module 3
    Urban surveillance - practical techniques

    For: Those who have requirement to undertake covert surveillance operations.

    Duration: Five days

    Purpose: To help these specialist officers have a greater confidence in surveillance gathering techniques utilising planning, work craft and camera skills

    Outcomes: Staff will be better able to:

  • Plan and prepare surveillance operations
  • Prepare operational order briefing packs
  • Practice surveillance work craft including camouflage, dress awareness, entry & exit strategies
  • Practice observation point camouflage and concealment techniques
  • Practice foot surveillance techniques
  • Practice surveillance from specialist surveillance vehicles
  • Use technical surveillance equipment for covert evidence & intelligence gathering
  • Practice photography & filming under surveillance conditions
  • Obtain best use of COUGAR radio equipment
  • Please note equipment including cameras, computers and materials will be provided for this course.

    Module 1 is a pre-requisite of this course.

    An accredited police trainer will present this training along with the photographic trainer of module 1.
